The Texas Capitol Complex Master Plan is a visionary redevelopment of a 40-block district surrounding the Texas State Capitol, establishing a long-term framework for the state’s most prominent real estate asset. Page led the development of the 2016 Master Plan and its subsequent 2018 and 2020 updates, setting strategic goals for urban design, energy efficiency, and life-cycle cost analysis. As Master Architect/Engineer for Phase I, Page guided the transformation of a five-block area, integrating infrastructure upgrades, utility relocations, and comprehensive wayfinding strategies.
Key elements of the redevelopment include two new high-rise office buildings totaling over 1.1 million square feet, a five-level below-grade parking structure with over 2,500 spaces, and the creation of the Texas Mall—a central civic green space designed as a vibrant public amenity. Page continues to oversee quality control, ensuring construction aligns with the master plan’s vision and technical standards, shaping a sustainable and enduring district for the State of Texas.
