Page led the development of the 2016 Master Plan and its subsequent 2018 and 2020 updates, setting strategic goals for urban design, energy efficiency, and life-cycle cost analysis. As Master Architect/Engineer for Phase I, Page guided the transformation of a five-block area, integrating infrastructure upgrades, utility relocations, and comprehensive wayfinding strategies.

Key elements of the redevelopment include two new high-rise office buildings totaling over 1.1 million square feet, a five-level below-grade parking structure with over 2,500 spaces, and the creation of the Texas Mall—a central civic green space designed as a vibrant public amenity. Page continues to oversee quality control, ensuring construction aligns with the master plan’s vision and technical standards, shaping a sustainable and enduring district for the State of Texas.
